Municipalities can save money on green investments

The Hungarian owned ELMIB group has founded a new subsidiary in order to satisfy demand for energetic modernisation of local governments having no expendable capital to implement them. ELMIB Innovatív Energetikai Ltd. offers a special financial construction that enables these settlements to modernise their public lighting with ESCO financing thus reduce their energy costs without having to take new loans or tying up their own resources. Further more, they can also renew their entire energy system and generate energy based on locally available, renewable energy sources.

ELMIB Innovatív Energetikai Ltd. offers a solution for municipalities having financial difficulties on account of the current economic crisis to cut their electricity and gas expenditure by unifying services of all the subsidiaries of ELMIB Group.

The State Audit Office of Hungary (ÁSZ) published a report in September stating that 80 percent of all the Hungarian municipalities had been unable to make a balanced budget in the last three years thus provide funds for modernisations and they could only leverage EU subsidies very moderately. According to the ÁSZ report there are currently 230 Hungarian municipalities in debt.

Consequently, running out-dated energy systems presents an even bigger difficulty for the municipalities. However, they cannot implement modernisation projects which would result in a significant cost saving, and keep paying the ever increasing heating bills of institutions and the overhead of public lighting due to shortage of financial resources, indebtedness and lack of loans. ELMIB Innovatív Energetikai Zrt. offers ESCO financing as a solution for this. With this financial construction municipalities can launch modernisation projects without resources and finance necessary and urgent development by future savings.

ÁSZ has also examined efficiency of energy rationalization programs implemented by municipalities aiming to improve efficiency of energy consumption in heating and indoor-lighting of public institutions. Despite of the fact that electricity consumption has decreased by 14 percent in the last 5 years, expenditure has increased by 32 percent due to a rise in price. In case of natural gas consumption, this difference is even bigger: consumption has fallen by 18 percent, while expenditure has grown by 43 percent.
ÁSZ has also found that there are no sufficient amount of state subsidies available for financing energy rationalisation projects.
